Statewide Electronic Collision & Ticket Online Records (SECTOR)
What is SECTOR?
SECTOR is an automated data-collection system providing Law Enforcement Officers the ability to create and submit tickets & collision reports electronically from their patrol car or other agency computer. SECTOR also provides prosecutors the ability to review, reject, or accept criminal tickets generated by an officer. The prosecutor also has the ability to generate tickets and route all approved tickets to the appropriate court.
SECTOR is a client-server system
The client is the stand-alone, self-updating software on an Officer’s electronic device that allows for the creation of electronic tickets & collisions, and supervisory review of submitted collision reports, and the review, approval, and creation of tickets by the prosecutor.
The Back Office server, hosted by WSP, receives data from the client and sends it on to the JINDEX for processing by the appropriate agencies (Courts, WSDOT, DOL, etc).
How SECTOR improves current paper-based processes
SECTOR provides an automated, fully electronic process in place of current paper-based processes for issuing tickets and collision reports. Once an agency has completed the on-boarding process, they will install the software on agency or prosecutor’s electronic devices for the generation of tickets & collision reports, or performing report reviewing & approvals.
Officers ‘download’ ticket numbers as needed right to their patrol car instead of being issued paper ticket books. Detailed information on the ticket and collision processes are provided during the eTRIP Governance Team – hosted SECTOR Officer Training Course.
SECTOR provides reporting capability and a Records Management System (RMS) process that allows the electronic return of records to the agency’s records management system. SECTOR-generated ticket and collision report information is provided via queries available in the SECTOR back office website. This website also provides ticket number inventory for state auditing requirements.
A few of the many benefits to using SECTOR
There is no cost to the local agency for obtaining & using the system software or electronic receiving their records via the RMS process.
SECTOR is fully supported by the Governor & more than six participating State Agencies. Those agencies are dedicated to the upkeep, program advancement, and permanent system support. Any software that is required to use the system – such as the statewide user license for the embedded collision diagramming tool – has been funded by the state agencies.
The SECTOR software is virtually maintenance-free
Once the software is installed, it will keep itself updated automatically with regular use. When an officer sends their tickets and collision reports on for processing the software not only sends that data, but also checks and automatically downloads any available program updates, as well as data updates to include RCWs, local municipal codes, and even new vehicle makes and models.
New laws and bail schedules are automatically distributed
SECTOR always has the most current version of the Courts law tables. Any new laws, or even updates to existing ones, are automatically sent from the WA Courts system to the SECTOR system. The SECTOR software of every LEO is automatically updated with the new or updated laws the next time they connect. A newly generated process assists the tribes and municipalities in loading their unique laws into the SECTOR law table.
SECTOR allows the officer to complete tickets and clear collision reports much quicker, allowing for improved safety for both officers and the public. In using barcode scanning technology, officers also cut down on time since manual data entry and manual writing of information is no longer necessary.
